Dreams of Star Drops

Every leap year, a number of children are born of the heavens, and descends upon the human world. His or her purpose is yet to be known, for they, themeselves, must seek for it on their own.
However, these special children can be dangerous. If not under supervision, their dreams can manifest themeselves into reality, throwing the world into chaos, although, they cannot over-take each other's dreams. And if not handled immediately, their dreams can and will devour a whole city, leaving the child in it's wake with no recollection of what happened whatsoever.
The only way for others to wake these children up is by finding the child's dreamself and doing whatever means to get him or her off the sack (yes, they have beds in the Dream World or Dreamscape). That means, they have to wait until that child's dream merges with reality; and only then they can find the dreamself (fight it if they have to) and have it intertwine with the soul of the child, giving him or her powers according to how they manifested themeselves in their dream. (And yes, the dreamself and the child have separate bodies.) Also, to make it much harder for people to find these children, Death sometimes roams and sends lost souls into the Astral Plane, never to return to living world.
The dreamselves can vary. From being a human form to ghastly forms like skeletons, supernatural trees (ex. Ayakashi), cursed swords, etc. Or to being cute and cuddly (but could still destroy), like penguins, unicorns, candies, etc. Their dreams differ and may reccur just like humans, however, their dreamself stays the same. Their dreams create a labyrinth, which corresponds to who they really are. The architecture and length of the labyrinth depends on how complicated the child's feelings are. Their familiars are their negative manifestation of themeselves.
If another dream tries to eat away reality, the children that have achieved their powers will have to put a stop to it. They can use their powers for good or evil. They'd either vanquish the dream or make it more deadly by channeling their given powers through it.
After defeating the dreamselves and the dream itself, these children's dreams will no longer affect the real world, but in exchange, their lifespan is shortened to fifty years.
